obama was a guest on "meet the press." let's listen. >> 75% of the congressmen come from gerrymandered districts in which they are bullet proof. they don't go home and have to prove their case because they have a choir back home. >> i think it has been very hard for speaker boehner and republican leading mcconnell to accept the fact that taxes on the wealthiest americans should go up a little bit as part of an overall deficit reduction package. >> in a statement house speaker john boehner shot back writing americans electedt president obama to lead, not to cast blame. the president's comments today are ironic as a current theme of negotiations is an unwillingness to agree to anything that would required him to stand up to his own party. does it look like the president and speaker are closer to mending fences? >> it doesn't. the president i think was seen by both parties in some respects as a bit of a pushover during the debate about the debt ceiling and frankly going back two years exactly now around extending the bush tax cuts. i think he is showing he is not. he litigated this during
and said he was modestly optimistic about a deal on taxes. meeting this the red room, president obama held firm for tax cuts for families making up to $250,000 per year, and joining me on the north lawn of the white house is kristen welker. kristen, let's listen to what the president said about and up or down vote or what he expects from the senate. >> i had a good and constructive discussion here with the leadership about this tax hike on the middle-class. i am optimistic that we can reach an agreement that will be passed in both houses. if an agreement is not reached in time between senator reid and senator mcconnell, then i will urge senator reid to bring to the floor and up or down vote for the floor, and i believe a p proposal could pass both houses with majorities as long as the leaders allow it to actually come to a vote. if members of the house or the senate want to vote no, they can. but we should let everybody vote. >> kristen, this up or down vote seems to be be the big news of the day, and isn't this what the white house wanted all along? >> well, it is. it is prp's way of sayi
to something that president obama said on "meet the press" today. >> if all else fails, if republicans do in fact decide to block it so that taxes on middle class families do in, fact, go up on january 1st, then we'll come back with a new congress on january 4th, and the first bill that will be introduced on the floor will be to cut taxes on middle class families, and, you know, i don't think the average person is going to say, gosh, you know, that's a -- that's a really partisan agenda on the part of either the president or democrats in congress. i think people will say that makes sense because that's what the economy needs right now. one way or another we'll get through this. >> it kind of sounds like the president is prepared for this to go into next year, and if it does, who do you think gets the blame? >> well, call it instead of democrats plan "b" call it plan "c" for cliff because i think democrats for a while have held the upper hand on these fiscal cliff negotiations because what is it all mean? this is about taxes for democrats, and the bush tax cuts expire at the end of this ye

obama using the bully pulpit of his office to put pressure on congress. "meet the press" tomorrow and take a listen to part of what he said yesterday afternoon. take a listen. >> if an agreement isn't reached in time between senator reid and senator mcconnell, then i will urge senator reid to bring to the floor a basic package for an up or down vote. >> up or down vote. what kind of pressure would that put on members of congress? >> this is all about the blame game, craig. it takes 60 votes to do almost anything in the u.s. senate. for president obama calling for an up or down vote, for the senate which rarely happens he would be saying if any republican or groups of republicans ends up blocking the legislation, they would be the ones who would be blamed for going over the fiscal cliff and luke russert just outlined something else, too, if you even get 60 votes that then goes to the house the question is does house speaker john boehner and republicans allow that to come to the vote. if they don't, they'll be the ones to get the blame. so president obama was using his bully pulpit

on the hill and there's a lot of optimism that came from the talks yesterday. of course, president obama hosted congressional leaders at the white house and they left that meeting and many said that it was constructive and they were optimistic that a deal could get done and i've been talking to my sources today and that same optimism isn't really present right now. there's more skepticism about a deal getting done and it is still very early in this process and this is a fluid situation so it could change on a dime, but that's what's going on behind the scenes and the white house monitoring clearly, what's happening. >> what's the president doing today? >> reporter: well, he doesn't have any events on his public schedule and he does have an industry with david gregory from "meet the press." other than that, we don't have a readout of what's happening and we're hoping to get more information as the day wears on about what, specifically, he's done and how he's been engaged in these talks, but right now my sources at the white house are not reading out any of the discussions that may or may
